Recommended order

1. Create room categories such as Standard, Deluxe or Apartment.
2. Create room types with capacity, beds and base price.
3. Add floors or operational areas.
4. Add every physical room and assign its type.

Keeping categories, types and rooms separate makes pricing and reporting easier to maintain.
